The upshot: a plan for two security buffers in southern Syria to block Al Qaeda’s path to Israel and Jordan.

This is reported by debkafile. This refusal signals a further sharp decline in US-Israeli strategic relations.
At the same time, Tehran contradicts the White House statement purporting an agreement for Iran to start dismantling its enrichment infrastructure on Jan. 20.

A US official Thursday night, Oct. 31, confirmed Arab reports that Wednesday night, the Israeli Air Force attacked a consignment of Russian-made SA-8 Gecko Dgreen mobile missiles in the Syrian port of Latakia to prevent its delivery to Hizballah. Other foreign sources said Israel also struck a similar consignment in Damascus. DEBKA: The leak from Washington to US media angered Israeli officials. US sources explained that the administration, immersed in joint diplomacy on Syria with Moscow, had to demonstrate it was not involved in the Israeli operation.

The Golan saw a chain of unexplained incidents after midnight Tuesday, July 16: Unidentified gunmen stole into an unmanned IDF position in the demilitarized zone of the Golan to the east of the Israeli-Syrian border. An Israeli patrol came under fire near Tel Fares from Syrian soldiers when it went to investigate. Israeli helicopters were then scrambled over the scene of action. IDF officers suspect that the Syrian troops tried to use the mystery infiltrators to fire off shots at the Israeli patrol. No one was hurt.
