By the time US Secretary of State John Kerry arrived in Cairo and Riyadh Nov. 3-4 for talks with Egyptian and Saudi leaders, negotiations were already afoot on plans for a Russian naval port in Egypt, debkafile reports. This followed the plan Saudi Arabia developed with Moscow for re-establishing Russian military advisers in Egypt and for America’s replacement by Russia as Egypt’s main arms supplier. The Russians have listed four preferred locations on the Mediterranean coast for their new naval port facilities: Alexandria, Damietta, Rosetta or Port Said.

Egypt Monday, Sept. 30, launched a major offensive to confront Al Qaeda and its Salafist allies for the first time in their lofty strongholds in the rugged central Sinai range of Jabal al-Halal, debkafile reports. Egypt’s military ruler Gen. Abdel-Fattah El-Sisi ordered a systematic campaign by elite forces to flush Al Qaeda and allied Salafists out of the “Torah Borah” of Sinai, after two terrorist attacks on Suez Canal shipping. Egyptian and Israeli forces raised alert levels Friday, July 5, after the Muslim Brotherhood declared a revolt against the army for ousting Mohamed Morsi on July 3. A “War Council” established in Sinai formed a coalition with Hamas, Jihad Islami and al-Qaeda-linked Salafists, following which gunmen mounted a multiple attack in northern Sinai. Egyptian Patriot anti-missile batteries and anti-air weapons systems were posted to protect Suez Canal shipping from rocket fire. An Egyptian officer warned the army would forcibly prevent the rise of an “Islamic caliphate” in Sinai.

Qatar is pouring petrodollars into Egypt to outdo Saudi Arabia’s bid for a land bridge to Egypt and to gain high-end assets such as control of the Suez Canal and the acquisition of Egyptian coastal resorts. Qatari Prime Minister Hamad Bin Jassim said the emirate would double its grants and loans to Egypt from $2.5 to $5 billion bringing the grand total in a single year to $7 billion. Hamad denied this generosity was tied to plans to invest in the Suez Canal, but no one believed him, especially in Riyadh.

The delays and uncertainty surrounding the two Iranian warships' transit of the Suez Canal to the Mediterranean are the result of a standoff between them and five US warships deployed in recent days at and around the waterway, debkafile's sources disclose. A battle of nerves is underway since Friday, Feb. 18, when the USS Enterprise carrier, escorted by the USS Leyte Gulf and USNS Arctic, cornered the Iranian Navy's Kharg cruiser and Alvand missile destroyer at the Red Sea entrance. The USS Kearsarge reached the Bitter Lake first.
