Moscow has augmented its military presence in Syria and Iraq with two state-of-the-art weapons: Ilyushin-20 (IL-20 Coot) surveillance planes in both countries and, nine Borisoglebsk 2 electronic warfare systems atop a Syria peak. Both are among the most sophisticated of their kind. Last week, after Baghdad gave Moscow permission to use its Al Taqaddum air base, the Russian spy plane first sighted in Syria was spotted in Iraq. The electronic warfare system is capable of neutralizing air and ground military operations of US-led operations forces in Syria and Iraq by jamming almost any radio signal.

Russia’s military intervention is expanding radically. debkafile reveals two new related developments: Chinese J-15 fighter bombers will soon join the Russian air campaign over Syria, taking off from the Liaoning-CV-16 aircraft carrier; and, moreover, Iraq has given Moscow the use of the Al Taqaddum Air Base at Habbaniyah, 74 km west of Baghdad - both as a way station for the Russian air corridor to Syria and as a launching-pad for bombing missions against ISIS forces and infrastructure in northern Iraq and northern Syria.

Al Qaeda Iraq (IS) and its Sunni allies were advancing Friday, July 4 on the al-Muthanna military air base at Baghdad international airport, debkafile reports. Three columns, of 1,000-1,500 fighters each, were driving forward in US-made armored Humvees and APCs taken booty. They were also after the assault planes Iran and Russia delivered to the base. The Obama administration must decide quickly whether to launch its first air strike to head off the Iraqi Islamists before they grab the strategic air base and, just as importantly, before Tehran or Moscow moves in.

The Iraqi prime minister is dragging his feet before making this understanding public.
