A Tardy Wake-up Call for Spreading al Qaeda Menace
DEBKAfile Exclusive Report January 2, 2010
debkafile's counter-terror sources note that in the past year, Washington was strangely deaf to a flood of notices from Saudi, Egyptian and Yemeni security agencies warning that al Qaeda networks had established themselves in Yemen and so gained a jumping-off base into the Arabian peninsula and across the strategic Gulf of Aden. The network was now directly linked from Yemeni shores to Osama bin Laden at his new headquarters in Pakistani Baluchistan.
These warnings went unheeded by the relevant agencies in Washington.
Yet although security measures are to be reviewed and enhanced, nothing has been said about overhauling the agencies which fell down on the tasks they are taxed with to prevent and combat terror - or correct their fundamental approach to those tasks.
Americans should therefore not be surprised each time al Qaeda opens a new front against the West. Now it is Yemen which is finding itself dragged into the same boat as Afghanistan and Pakistan.

US Anti-Terror Authorities Missed Writing on the Wall - in Jeddah
DEBKAfile Exclusive Report January 2, 2010
Had the White House National Security Council, US intelligence and counter-terror agencies properly studied al Qaeda's failed attempt to assassinate Prince Muhammad bin Nayef, deputy interior minister and commander of the Saudi anti-terror campaign in Yemen five months ago, they might have detected pointers to al Qaeda's latest terror offensive and its methods.
Like the Nigerian bomber Umar Abdulmutallab, the Saudi minister's would-be assassin, Abdullah Hassan Tali' al-Asiri (al Qaeda-styled Abu Khair), who did not survive the attack, used explosives hidden in his underwear to fool the prince's bodyguards. He won an audience with the prince by posing as an informant, the same trick used by the Taliban suicide bomber to penetrate a US base and kill 7 CIA agents and a US soldier last month.
This emerging prototype was missed by US intelligence experts.

Obama cites US systemic and human failure on Detroit plane attack
DEBKAfile Exclusive Report December 30, 2009
US president Barack Obama, delivering his second speech in 24 hours on the failed airliner attack on Christmas day, said: "Data was not shared and a systemic failure occurred. I consider that totally unacceptable."
Human and system failures contributed to this catastrophic lapse in security, he said, adding: "It is my job to ensure our intelligence and homeland security departments are working efficiently and people are made accountable."
Twelve hours before Obama's second speech DEBKA ran an article covering the same ground. To read the article click HERE.

A tardy wake-up call for US anti-terror agencies
DEBKAfile Exclusive Report December 30, 2009
The failure of Lagos and Amsterdam airport security to detect the explosives the Nigerian Umar Farouk Abdulmutallab carried aboard two flights on Christmas Day was only a small side-effect of US intelligence policy-makers' flawed approach to al Qaeda. Security measures for US travel will be revised and enhanced, but until the agencies which fell down on the tasks of thwarting and combating terror are overhauled and change their approach, Americans will continue to be caught napping.

Israel's settlement freeze - no carte blanche for attacking Iran
DEBKAfile Exclusive Report December 28, 2009
In his eight months in office, Israeli prime minister Binyamin Netanyahu has gone back on his fundamental pledges as Likud leader to disallow Palestinian statehood, expand Jewish West Bank settlement, reject one-sided Israeli concessions to the Palestinians prior to negotiations and act firmly to oust Hamas rule of the Gaza Strip.
This week, he sent uniformed cops and troops to hand out a pile of freeze notices to his core constituency, Jewish West Bank communities. Resistance was fairly restrained but will no doubt escalate in coming weeks.
Some see the prime minister setting down markers for the locations he will eventually cede. But most Israelis distrust him for giving away assets for no return and then failing to win credit for the gesture from Palestinians, Arabs or Europeans, who continue to slam the Jewish state regardless.
In a showdown with these the settlement leaders Thursday, Dec. 2, Netanyahu assured them that the building suspension across the Green Line (not applied in Jerusalem) was essential "in the broad light of Israel's overall interests."

Obama spins out dialogue with Iran after Netanyahu again delays military option
DEBKAfile Exclusive Report December 25, 2009
After extracting from Israeli prime minister Binyamin Netanyahu more time for engaging in dialogue with Iran free of the threat of a military attack or even sanctions, US president Barack Obama has offered Tehran three incentives for talking. Tehran's response has been hart-hitting: a new missile able to penetrate US and Israeli shields, a new military pact with Syria and keeping the Saudis on the run from its Yemeni rebel proxies.

Israeli state comptroller's report will not affect Jonathan Pollard's fate
DEBKAfile Exclusive Report December 19, 2009
The main conclusions of state comptroller Michah Lindenstrauss's report, published Thursday, Sept. 3, do not address intelligence and political realities and will therefore not affect the US decision never to release Jonathan Pollard from the life sentence without parole given him in 1985 for spying for Israel, or ease his exceptionally harsh conditions of imprisonment.
The controller was asked to survey the manner in which successive Israel governments sought to secure Pollard's release during his 24 years of incarceration. debkafile's Washington and intelligence sources find the former judge turned state comptroller lacked the broad experience necessary for examining one of the most sensitive intelligence issues of our time, which touch on the clandestine war conducted between the United States, China and Israel during a critical period of Cold War history.

Obama Enlists Both Clintons to stop a Palestinian state
DEBKAfile Exclusive Report December 19, 2009
After US Secretary of state Hillary Clinton warned Mahmoud Abbas on Oct. 31 that he was going against the wishes of president Barack Obama, the White House hauled out a heavy contingent of big American guns to make him see reason. They visit Ramallah Sunday, Nov. 15, to lean hard on him to back off his plan for a unilateral declaration of the Islamic Republic of Palestinian within 1967 or 1949 borders with Jerusalem as its capital, following the Kosovo example of 2008, according debkafile's Washington and Jerusalem sources.
Obama took advantage of the Sadan Forum's sixth session taking place in Jerusalem Saturday to assign key participants to this mission, including former president Bill Clinton, governor of California Arnold Schwarzenegger, five US congressmen and several presidential advisers including Dennis Ross.

Obama gives Iran another year's grace for nuclear dialogue
DEBKAfile Exclusive Report December 19, 2009

US president Barack Obama's tough talk of sanctions has melted into soft soap for luring Iran into further dialogue. Adopting the reverse tactic, Iranian president Mahmoud Ahmadinejad sounds almost reasonable for a change, even as Tehran pushes its revolutionary goals as pugnaciously as ever.
Israeli prime minister Binyamin Netanyahu gave the US president another six months for diplomacy up to mid-2010 without the threat of military action when they met at the White House November 9.

US to focus on uranium findings in Syria - evidence of Iranian proliferation
DEBKAfile Exclusive Report December 13, 2009
A senior official in the Obama administration described the UN nuclear watchdog inspectors' discovery of traces of highly processed plutonium at the bombed Syrian-North Korean facility at Dir a-Zur as a "smoking gun" - evidence of Iran's covert nuclear activities and proliferation, debkafile's Washington sources report.
The same traces were found at the Syrian nuclear research reactor near Damascus.
Washington intends to present these findings as solid evidence of the tie-in between the Syrian and Iranian military nuclear programs.

Israel is the loser from the Geneva encounter, Shalit tape release
DEBKAfile Exclusive Report December 12, 2009
After the hype evaporates from the Geneva encounter between the six powers and Iran and the raw emotions fade from the videotaped sight of kidnapped Israeli soldier Gilead Shalit, Israel is left to take stock of where it stands in relation to its enemies, Iran and the Hamas. The score is Israel - nil; Iran and its ally Hamas - two up.
In the first place, Iran has gained substantially from the Obama administration's decision to abandon the US demand for Iran to freeze uranium enrichment as the precondition for talks. This US surrender has awarded Tehran the legitimacy for retaining its "nuclear right."
Then, too, the Geneva conference became the platform for the world powers to agree to hold up sanctions if Iran transferred three-quarters of its low-enriched uranium (1,179,4 tons out of 1,451,4) to a Russian plant for further enrichment.
The deal for Israel to receive a recent video-tape of the kidnapped Israel soldier Gilead Shalit from a secret Hamas prison in return for 20 female Palestinian prisoners cost Hamas nothing.
In fact it gave the Islamists' tarnished terrorist image a badly-needed lift after more than three years of denying his human rights as their captive.

Assad slams the door on Obama and on talks with Israel
DEBKAfile Exclusive Report December 5, 2009
Syrian president Bashar Assad like the leopard has not changed his spots. After Washington opened the door wide to reconciliation, lavishing goodwill gestures and a procession of emissaries over several months, Assad has abruptly slammed it shut.
Wednesday, Aug. 12, he announced he was off to Tehran next week to congratulate his good friend Mahmoud Ahmadinejad on his reelection as president and further cement their ties.
He left behind him a trail of dashed hopes in Washington. The Obama administration had made a serious bid to detach Assad from his strategic bonds with Iran and make him the keystone for the president's comprehensive Middle East program.

Controlled US-Israel discord on Jerusalem amid broader strategic understandings
DEBKAfile Exclusive Report November 23, 2009
The broad strategic understandings sealed by US president Barack Obama and prime minister Binyamin Netanyahu at their recent White House talks are not to the liking of some their opponents at home, debkafile's Washington sources report. While disagreeing on construction in Jerusalem, they decided to cooperate on the looming nuclear threat from Tehran and to a high degree on the Palestinian question.
The US will continue to invest in the Arrow 3 missile interceptor.
